MITIGATED DETERMINATION OF NON-SIGNIFICANCE

Proposal:     This is an amendment to the original MDNS, PLN-2008-00062 issued on November 26, 2008. The amended proposal consists of the design and construction of a new single story 5,688 sq. foot professional office building on a 0 .73 acre parcel of property. There will also be associated storm drainage, parking, utilities, fencing, landscaping and limited frontage improvements along East Main Street. 17 parking stalls will also be provided.

                This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

SEPA MITIGATION MEASURES

Conditions of approval

  • The project parcel includes all of 153rd Avenue East which now lies within an easement and must be dedicated as ROW. This project will be required to dedicate the improved roadway as right-of-way. The required frontage improvements to 153rd may mirror the existing improvements on the east side of the roadway.
  • Improvements to all project frontages must be complete as part of this project and are to include necessary right-of-way dedication, curb, gutter, sidewalk, illumination, landscaping, and any storm improvements.
  • Additional ROW at the corner of 153rd and Main must be dedicated to provide the proper radius for the required public improvements.
  • An 8” minimum size public water main must be extended along the south property line from 153rd to the west most parcel edge for future extension. If no water main extensions are proposed, a 15’ wide public utility easement in place of the water main may be provided.
