CITY OF SUMNER NOTICE TO CONSULTANTS FOR
CIP 19-01, SUMNER-TAPPS HIGHWAY GUARDRAIL AND RESURFACING
The City of Sumner solicits interest from consulting firms with expertise in Civil Engineering Design. This agreement will be for approximately 10 months in duration with the option for the City of Sumner to extend it for additional time and money if necessary. Consultants will be considered for the following project.
The City of Sumner reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
The work to be performed by the CONSULTANT consists of preparing engineering designs and environmental NEPAs for CIP 19-01, which at a minimum includes two separate federal aid scopes: Grant STPUL-3109(001) Grind and overlay approximately 0.5 miles of Sumner-Tapps Highway from 64th Street north to halfway to Sumner City Limits. Project will plane existing asphalt surface, repair failing pavement/subgrade, overlay the roadway, repair any damaged curbing, and complete any work to conform to current ADA requirements. Grant HSIP-3109(002) On Northbound and Southbound Sumner-Tapps Highway from 64th St E to just south of 43rd St E, evaluate the clear zone, evaluate and upgrade existing guardrail and guardrail terminals, and add guardrail and guardrail terminals. Work includes associated ADA and drainage/utility work as needed. The UDBE goals for both consultant agreements are zero.
The City of Sumner reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this project. Different consultants may be selected for each design scope, or one consultant may be selected to complete both design scopes. As this is a federally funded project, the selected consultant will be held to Federal EEO requirements.
Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager and Key Staff Members
2) Qualifications/Expertise of Firm
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards & the WSDOT LAG Manual
6) Past Performance/References
Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project. The submittal shall not exceed 15 pages of content. A page is counted as one side of a sheet of paper.
