Description of Proposal: Construction of 108 apartments, 1,600 s.f. of ground-floor retail and a leasing office in 9 buildings on a 3.4-acre vacant site.  Buildings will range from 1-3 stories; development will include 157 on-site parking stalls, creation of on-street parking stalls, open space, utilities, and landscaping.

  • This project will be required to improve the public street frontages as shown on the attached plan with angled parking on both Graham Avenue and Main Street. New curb, gutter, sidewalk, storm drainage, street trees, illumination, and pavement will be required to as necessary to meet city standards for the roadways.
  • Right-of-way dedication on both Graham Avenue and Main Street frontages will be required of sufficient width to accommodate the proposed public sidewalk within the proposed right-of-way limits.
  • Commercial concrete driveway approaches will be installed where the internal roads meet public streets.
  • Project shall obtain approval of a lot consolidation or binding site plan, to resolve the separate parcels, prior to approval of building permits.
  • Prior to building permit issuance, and pursuant to SMC 18.43.100, applicant shall record an easement providing for a public pedestrian cross-access corridor along the north property line, as established in the Design Review approval for the project. Such easement is subject to City approval.
  • The project shall obtain Design Review approval prior to issuance of building permits and site development permits; except that limited grade/fill activities may be authorized under separate permit.
  • Prior to building permit issuance, the property shall have recorded title notification of the following hazard areas, on forms provided by the City:
    • Aquifer Recharge Area
    • Seismic Hazard Area
    • Volcanic hazard area.
