Request for Qualifications for Professional Services for Rainier View Park Covered Court

The City of Sumner solicits interest from consulting firms with expertise in providing professional services in the areas of architecture, engineering, and construction management.  Services are anticipated to commence in the third quarter of 2021 and extend for approximately two (2) years with the option for the City of Sumner to extend it for additional time and money if necessary.

Project Description

The City of Sumner has identified the need to improve the usefulness of the basketball court at Rainier View Park and wishes to do this by turning the existing uncovered court into an all-season, year-round covered multipurpose court with lighting.  The City desires to enter into a contract with a firm who will bring this project from 30% design to full design and with the option to extend the contract for construction management services.

The City engaged with a consulting firm in 2018 for a preliminary design with cost estimates to pursue grant funding.  The design was well received, and the City is hoping to receive funding through the Washington State Recreation and Conservation Office (RCO) and the State through the Local Communities Project program.  If funding is not obtained the City may not more forward with the project.  A conceptual site layout of the covered structure within the site footprint is included in the supplemental materials associated with this solicitation.

The work to be performed by the Consultant consists of architectural, engineering, and other professional services.  Specific tasks envisioned may include, but are not limited to:

  • Permitting assistance including SEPA, Site Development, and Building Permits.
  • Topographic and boundary survey of the proposed site and any rights of way identified for offsite improvements.
  • Geotechnical site evaluation
  • Civil design of grading, storm, utilities, and roadways for on-site and off-site improvements. 
  • Structural and architectural design.
  • Preparation of project cost estimates.
  • Bidding assistance
  • Construction management services
  • Special inspections
