Sealed Bids will be received by the City of Sumner at Sumner City Hall, 1104 Maple Street, Sumner, Washington 98390, until 10:00 a.m. November 30, 2021 (Bid Opening Date). Bids will therefore be opened and publicly read aloud in front of City Hall. Bids received after the time fixed on the Bid Opening Date will not be considered.

Pursuant to RCW 35.23.352, all bid proposals shall be accompanied by a bid guarantee (certified or cashier’s check or approved surety bond) payable to the City of Sumner in an amount not less than five percent (5%) of the amount of the total contract price. Should the lowest responsible bidder fail to enter into a contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid guarantee shall be forfeited to the City of Sumner.

The City of Sumner reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel the work, or require the work to be done in another way if the best interest of the City is served.

The City of Sumner,  in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The improvements for which bids will be received are described as follows:

The Sumner-Tapps Highway E Guardrail Improvements project will remove existing guardrail, install new guardrail, remove trees and brush, and perform some minor grading. The project limits are between 64th Street East and 162nd Avenue East.

The contractor will have 30 working days to complete the work in compliance with all applicable laws and regulations.
