The City of Sumner solicits interest from consulting firms with expertise in engineering and professional services.  Services are anticipated to commence in the fourth quarter of 2018 and extend for approximately four (4) years with the option for the City of Sumner to extend it for additional time and money if necessary.

The City of Sumner reserves the right to amend terms of this “Request for Qualifications” (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.  The City of Sumner reserves the right to retain the services of responsive firm(s) for subsequent phases associated with this project.  Prospective consultants will be held to the ADA and Civil Rights language adopted by the City of Sumner.

Project Description

The City is seeking legal counsel, engineering, hydrogeological, and other professional services necessary to support the management of its water rights portfolio and pending application for additional water rights.

Presently, the City of Sumner has made application to the Department of Ecology (ECY) for an additional municipal water right.  This water right application primarily concerns the withdrawal of water from the City’s Central Well completed in 2016.  Recently, the City was accepted as a pilot project for the purpose of informing a joint legislative task force on water rights mitigation and will be able to have a determination on its water right application made by Ecology based on criterion contained in ESSB 6091.

The City of Sumner reserves the right to retain the services of responsive firms for any subsequent phase or project associated with the work described in this solicitation.
