Sealed Bids will be received by the City of Sumner at Sumner City hall, 1104 Maple Street, Sumner, Washington 98390, until 10:00 a.m. Thursday, May 27, 2021 (Bid Opening Date). Due to COVID-19 protocols, City Hall is closed to the public pursuant to mandates by the Washington State Governor’s Office. If a bidder chooses to submit a sealed bid before the date of the Bid Opening Date, the Bidder shall call to schedule an appointment to deliver their bid. A staff member will be present in front of City Hall on the Bid Opening Date to receive sealed bids between 8:00 a.m. and 10:00 a.m. Just after 10:00 a.m. on the Bid Opening Date, bids will therefore be opened and publicly read aloud in front of City Hall.

Bids received after the time fixed on the Bid Opening Date, as shown on the clock on the drop-off table outside City Hall, will not be considered and will be deemed non-responsive.

The City of Sumner reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel
the work, or require the work to be done in another way if the best interest of the City is served.

All bid proposals shall be accompanied by a proposal guarantee (certified or cashier’s check or approved bond) payable to the City of Sumner in an amount not less than five percent (5%) of the amount of the proposal price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Sumner.

The City of Sumner in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

The improvements for which bids will be received are described as follows:

This contract provides for the improvement of sidewalk and ADA curb ramps within the Sound Transit Focus Area (Schedule A) and Rivergrove Area (Schedule B). The project also includes erosion control, installation of new hydrants, storm utilities and electrical conduit for future street lighting, as well as paving, all in accordance with the Contract Plans, the Contract Provisions, and the Standard Specifications.

The contractor will have 100 working days to complete the work in compliance with all applicable laws and regulations.
