Notice Of Application and SEPA Determination

Notice is hereby given that the City of Sumner Environmental Official has received a SEPA Checklist and application for a proposed update to City zoning regulations to expand locations available for senior housing and to adjust development standards to provide flexibility for senior housing, as described below.

Comments are due by November 24, 2021 to The public has the right to review the contents of the official file for the proposal, provide written comments, participate in the public hearings/meetings, and request a copy of the final decision.

Proposal Name: Update of City Zoning Regulations Related to Senior Housing

Proposal Description: SEPA environmental review for an update to City of Sumner Zoning Code (Title 18) regulations to increase incentives and options for senior housing.  The adopted Sumner Housing Action Plan identified senior housing as an important need in the community. Proposed regulations will:

1) Expand where senior housing and senior apartments can be built, with a focus on independent living. Code revisions are proposed that open all zones to senior apartments.

2) Provide flexibility in development standards (e.g. building height, density) to accommodate more sites and housing types for senior housing, while addressing potential impacts of increased density in residential zones. Adjustments to other development standards (e.g. parking, open space) are proposed. No project is proposed.

A future public hearing before the Sumner Planning Commission on this proposal has been scheduled and will be under a separate notice.
