Notice is hereby given that the City of Sumner PLANNING COMMISSION WILL HOLD A PUBLIC HEARING on an update to Sumner Zoning Code Title 18 – Historic & Cultural Preservation Regulations as described below. Written comments are due by March 27, 2024 by 5:00 pm to annsi@sumnerwa.gov or comment at the public hearing. The public has the right to review the contents of the official file for the proposal, provide written comments, participate in the public hearings/meetings, and request a copy of the final decision.


Proposal Name: 2024 Sumner Comprehensive Plan Amendments – Historic & Cultural Preservation Regulations

Proposal Description: The City of Sumner is updating its Comprehensive Plan to meet the requirements of the Washington State Growth Management Act and other regional policies. As part of this update, the City will amend its Zoning Regulations with new provisions for historic/cultural preservation. Proposed regulations include:

• Add a requirement that applicants proposing a building demolition or significant new construction in the Town Center Plan area, on sites with structures more than 45 years old, must request a consultation with the State Department of Archeology and Historic Preservation (DAHP).

• Add a requirement that DAHP’s recommended mitigation measures (if received in a timely fashion) must be considered and implemented only if appropriate to the site/project.

• Require Inadvertent Human Remains Discovery Language to be included in permits; require provisions in permits to immediately stop work and notify appropriate agencies if artifacts are uncovered during site work.
