Call for Bids CITY OF SUMNER South Tank Retrofit CIP 19-10

Sealed Bids will be received by the City of Sumner in the office at the Permit Center Counter located on the second floor of Sumner City Hall, 1104 Maple Street, Suite 200, Sumner, Washington 98390, until 10:00 a.m. October 29, 2024 (Bid Opening Date), as shown on the bid clock sitting on the Permit Center Counter. Just after 10:00 a.m. on the Bid Opening Date, bids will therefore be opened and publicly read aloud.  Bids received after the time fixed for Bid Submission will not be considered.

The City of Sumner reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel the work, or require the work to be done in another way if the best interest of the City is served.

All bid proposals shall be accompanied by a proposal guarantee (certified or cashier’s check or approved bond) payable to the City of Sumner in an amount not less than five percent (5%) of the amount of the proposal price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Sumner.

The City of Sumner in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

The Successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

Free vendor registration is required to use this platform. It is the Bidder’s sole responsibility to check for addenda and other new documents posted online prior to the submittal deadline. Informational copies of maps, plans, and specifications are also available for review at the Public Works Counter at City Hall.

The improvements for which bids will be received are described as follows:

Base Bid – The Base Bid includes improvements to the City’s existing South Tank Reservoir (STR) including full containment of the reservoir; seal welding of lapped roof plates, seal welding rafters to the reservoir roof, replacing reservoir vent, adding lateral bracing to overflow pipe, adding funnel to overflow pipe, adding flexible expansion joints to reservoir inlet, outlet, and drain, and adding a seismically controlled butterfly valve and actuator assembly on the reservoir outlet.

Schedule A – The Schedule A Bid consists of surface preparation and coating repair of the reservoir interior and exterior where damaged from the construction activities of the Base Bid improvements. This schedule shall also include coating of any new metals added as part of the Base Bid improvements. The Schedule A bid will only be executed if Schedule B work is not executed.

Schedule B – The Schedule B Bid consists of sand blasting and recoating of the entire reservoir interior and exterior. Full recoating of the reservoir interior and exterior will be executed if selected by the City, based upon Contractor’s Bid Price.

The South Tank Reservoir is a 2.0 Million Gallon (MG) welded steel AWWA D100 reservoir 104 feet in diameter and 32 feet in height.

The contractor will have 110 working days to complete the work in compliance with all applicable laws and regulations.

The project will be awarded to the contractor based upon the total amount of the Base Bid and Schedule A bid.
