Sealed Bids will be received by the City of Sumner in the office at the Permit Center Counter located on the second floor of Sumner City Hall, 1104 Maple Street, Sumner, Washington 98390, until 1:00 p.m. May 19th, 2026 (Bid Opening Date), as displayed at https://www.time.gov/. Just after 1:00 p.m. on the Bid Opening Date, bids will therefore be opened and publicly read aloud. Bids received after the time fixed for Bid Submission will not be considered.
All bid proposals shall be accompanied by a proposal guarantee (certified or cashier’s check or approved bond) payable to the City of Sumner in an amount not less than five percent (5%) of the amount of the proposal price. Should the successful bidder fail to enter into such contract and furnish the satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Sumner.
The City of Sumner reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel the work, or require the work to be done in another way if the best interest of the City is served.
The City of Sumner in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

The Successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

This contract provides for construction of sidewalks and pervious sidewalks that are damaged due to street trees and deterioration. New ADA curb ramps are to be constructed at corners of intersections adjacent to the sidewalk work. Storm drains and storm mains will be installed near upgraded ADA Curb Ramps.
The contractor will have 120 working days to complete the work in compliance with all applicable laws and regulations.
