Sumner Operations Facility – Early Site Work Package

CIP 17-13

1.1         NOTICE TO BIDDERS: Sealed bids (all parts) shall be submitted for the Sumner Operations Facility – Early Site Work Package (CIP 17-13) General Contract which includes General, Site Demolition, Hazardous Materials Remediation, Civil, and other work, located at 14320 29th Street East, Sumner, WA 98390 as indicated on Drawings. The City of Sumner will accept Sealed Bids at the Permit Center counter located on the second floor of Sumner City Hall, 1104 Maple Street, Sumner, WA 98390. Provide bid proposals by the due dates and times listed below.  Bids received after the time fixed below for receiving bids will not be considered.  Shortly after 10:00 a.m., on August 31, 2023, bids will be publicly read aloud.  Architect’s estimate range, including alternates (if any), is $3,500,000 to $4,000,000.

1.2         BIDDING DOCUMENTS:  Bidding Documents are those prepared by TCF Architecture, PLLC, 902 N 2nd Street, Tacoma, WA 98403; (253) 572-3993.  Beginning August 9, 2023, the Early Site Work Package Bid Documents, including the Drawings, Project Manual and Addenda and Bidders List, in electronic copy may be viewed and downloaded at the MSRC Bonfire Online Bidding site: https://mrscrosters.bonfirehub.com/portal/?tab=openOpportunities. Free vendor registration is required to use this platform. It is the Bidder’s responsibility to check for addenda and other new documents online.

1.3         BID SECURITY:  A certified check, a bank cashiers check, or a bid bond executed by a State licensed surety company made payable to City of Sumner is required with each bid, in an amount equal to five percent (5%) of the Base Bid plus Additive Alternates, if any.

1.4         PREVAILING RATE OF WAGE:  Pursuant to RCW 39.12, no worker, laborer, or mechanic employed in the performance of any part of this contract shall be paid less than the ‘prevailing rate of wage’ (in effect as the date the bids are due) as determined by the Industrial Statistician of the Department of Labor and Industries.  Copies of the prevailing wage rate schedule are available directly from the Department of Labor and Industries.

1.5         REJECTION OF BIDS:  The Owner reserves the right to waive informalities and to reject any and/or all Bids for any reason and in particular to reject a bid not accompanied by any required bid security or data required by the Bidding Documents or a Bid in any way incomplete or irregular.

1.6         PRE-BID CONFERENCE:  A pre-bid conference has been scheduled for Tuesday, August 15, 2023 at 8:00 A.M. at Project site: 14320 29th St. E. Sumner, WA.  All interested bidder contractors and subcontractors are invited to attend for a project presentation and information session and a tour of the existing facility.
