2024 SIDEWALK REPAIR PROGRAMS

Sealed Bids will be received by the City of Sumner in the office at the Permit Center Counter located on the second floor of Sumner City Hall, 1104 Maple Street, Suite 200, Sumner, Washington 98390, until 10:00 a.m. June 11, 2024 (Bid Opening Date), as shown on the bid clock sitting on the Permit Center Counter. Just after 10:00 a.m. on the Bid Opening Date, bids will therefore be opened and publicly read.  Bids received after the time fixed for Bid Submission will not be considered.

All bid proposals shall be accompanied by a proposal guarantee (certified or cashier’s check or approved bond) payable to the City of Sumner in an amount not less than five percent (5%) of the amount of the proposal price.  Should the successful bidder fail to enter into such contract and furnish the satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Sumner.

The City of Sumner reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel the work, or require the work to be done in another way if the best interest of the City is served.

The City of Sumner in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin in consideration for an award.

The Successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

The contractor, subrecipient, or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 49 CFR Part 26 in the award and administration of USDOT-assisted contracts. Failure by the contractor to carry out these requirements is a material breach of this contract which may result in the termination of this contract or such other remedy as the recipient deems appropriate, which may include, but is not limited to: (1) Withholding monthly progress payments; (2) Assessing sanctions; (3) Liquidated damages; or (4) Disqualifying the contractor from future bidding as non-responsible.

Free vendor registration is required to use this platform. It is the Bidder’s sole responsibility to check for addenda and other new documents posted online prior to the submittal deadline. Informational copies of maps, plans, and specifications are also available for review at the Public Works Counter at City Hall.

This contract provides for construction of sidewalks that are damaged due to street trees and deterioration. New ADA curb ramps are to be constructed at corners of intersections adjacent to the sidewalk work, all in accordance with the Contract Plans, the Contract Provisions, and the Standard Specifications.

The Contractor will have 100 working days to complete the Work.
