Hunt Avenue Reconstruction

The City of Sumner solicits interest from consulting firms with expertise in providing professional services in the area of civil engineering and municipal public works projects in utility design and roadway design. Services include preparation of engineering design plans, specifications, cost estimates, and construction bid documents for the roadway reconstruction and replacement of water, sewer, and storm utilities on Hunt Avenue from West Main to the north side of State Street, as shown on the City of Sumner Transportation Improvement Plan.

Current funding sources are local funds. Services are expected to last 10 months, with the option for the City of Sumner to extend further for additional time and money if necessary. The City of Sumner reserves the right to retain the services of responsive and qualified firms for subsequent phases associated with this project, including but not limited to Construction Management services.

The City of Sumner reserves the right to amend the terms of this Request for Qualifications (RFQ), circulate addenda, or withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Aspects of this project may be subject to Washington State Prevailing Wage rules, filings, and requirements.

Project Scope of Work

  • Preliminary Design Data Collection: Consultant team shall collect all necessary data and information for the successful completion of this project, including but not limited to existing site conditions, geotechnical data, utility locations/conditions, adjacent property restoration needs, utility relocation coordination, and ADA requirements. Survey data (topography and existing utilities) will also be collected.
  • Low Impact Development (LID) Feasibility: Evaluate feasibility of LID techniques such as pervious pavement and bioretention using the currently adopted stormwater manual.
  • Project Design and Specifications: Prepare preliminary and final engineering plans and specifications at the 30%, 90%, and 100% levels. Final bid documents shall be prepared by the Ad date outlined in the schedule. City staff will review and provide comments after each level.
  • Estimated Project Cost: Prepare an estimate of probable construction costs at the 30%, 90%, and 100% levels.

Schedule

The City will meet with the selected firm shortly after notification of selection to develop the scope and fee. The contract is expected to be awarded in January/February 2026, with design to be completed in 2026.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

  1. Qualifications/expertise of the firm with public works infrastructure; experience with projects of similar complexity and function.
  2. Qualifications/expertise of the proposed project manager and key staff members.
  3. Consultant’s approach to the City’s project as demonstrated in a description of their approach to the work.
  4. Familiarity with WSDOT/FHWA standards, WSDOT LAG Manual, DBE requirements, City of Sumner standards, relevant codes, and City planning requirements.
  5. Ability to perform high-quality work, control costs, meet schedules, prepare documentation, and ensure project commitments are met.
  6. Past performance and references.

Selection Procedure

After the proposal deadline, the Statement of Qualifications (SOQ) will be reviewed by an Evaluation Committee composed of City staff, officials, and selected participants. The Committee will rate proposals based on the criteria above. Initial SOQ reviews are expected to be completed by December 8th.

The City may select directly from the SOQs or interview the top-ranked firms. If interviews are conducted, they will take place on December 15th or 16th. If a contract cannot be negotiated with the top-ranked firm, the City will contact the next ranked firm, repeating the process until an agreement is reached.

Format

The SOQ should include:

  1. A brief introductory letter stating the firm’s interest in the project.
  2. Resumes of no more than three (3) key project team members, including key subconsultants.
  3. A list of similar projects completed in the past ten (10) years with references and phone numbers.
  4. Identification of project team members’ involvement in referenced projects.
  5. A statement assuring that listed team members, including subconsultants, will not be replaced without prior City approval.

The SOQ should be no more than eight (8) pages. The cover letter, resumes, front/back covers, and section dividers are not included in the page limit.

Submittal Deadline

Submit an electronic version of your Statement of Qualifications in a single PDF document by email to bids@sumnerwa.gov no later than 10:00 AM on Tuesday, November 25, 2025. Hard copy submittals are not required. Proposals received after the deadline may be rejected. Postmarks will not be accepted.
