Addendum to Prior MDNS: As provided WAC 197-11-600(4)(c) and Part Six WAC 197-11-625 Addenda-Procedures, the following documents are being incorporated by reference in an Addendum to the Mitigated Determination of Nonsignificance (MDNS) issued for the Proposal on April 1, 2025:
(i) Final Environmental Impact Statement for the 2024 Comprehensive Plan Periodic Update (Vol. II);
(ii) Determination of Nonsignificance (DNS) issued August 12, 2024 for the Capitol Campus General Administration Building Demolition;
(iii) SEPA Notice of Action Taken, issued October 30, 2024 for the Capitol Campus General Administration Building Demolition;
(iv) Mitigated Determination of Nonsignificance (MDNS) issued September 28, 2023 for the King County Parks Upper Bear Creek House Demolition and Site Restoration;
(v) Mitigated Determination of Nonsignificance (MDNS) issued February 22, 2024 for City of Sammamish Building Demolition Permit No. BLD2023-04712 DEMO – WATE RESIDENCE; and
(vi) Mitigated Determination of Nonsignificance (MDNS) issued May 29, 2024 for City of Wenatchee Permit No. HP-24-01 for Waiver of Certificate of Appropriateness for Demolition of Heath Home.
The environmental documents incorporated in the Addendum provide additional information and analysis, including regarding mitigation measures appropriate in an MDNS for demolition of an historic structure, that do not substantially change the environmental analysis, threshold determination or mitigation measures specified in the Mitigated Determination of Nonsignificance (MDNS) for the Proposal. The City has identified and adopted the Comprehensive Plan Periodic Update FEIS as being appropriate for the Proposal after independent review. The FEIS meets the City’s environmental review standards and needs for the Proposal, and will accompany the Proposal to the decision maker.
This Notice of Adoption / Addendum to MDNS is issued under WAC 197-11-625 and -630, and is not appealable; therefore, no appeal period is provided.
The FEIS being adopted was issued on January 6, 2025 and was appealable under Section 16.04.185(A)(1)(c of the Sumner Municipal Code. The FEIS was not appealed and the time period for appealing it has expired.
