NOTICE IS HEREBY GIVEN that the City of Sumner SEPA Official has issued a determination of non-significance on a Comprehensive Plan text amendment to amend Sumner’s Comprehensive Plan and Capital Facilities Plan to incorporate the latest board-adopted School District Capital Facilities Plan 2024-2030.
The public has the right to review the contents of the official file for the proposal, provide written comments and request a copy of the final decision. Comments may be emailed to the staff contact below or mailed to the attention of the staff contact at 1104 Maple St. Sumner, WA 98390.
Comments will be accepted if filed with the Development Services Department on or before 5:00pm on August 21, 2025

Description of Proposal: The City of Sumner is amending the Comprehensive Plan to ensure consistency with the Sumner-Bonney Lake School District (SBLSD) Capital Facilities Plan, as approved by the School Board in November 2024. The 2024–2030 plan outlines anticipated improvements to school facilities, including the Sumner High School Master Plan and upgrades to Daffodil Valley Elementary. It also includes updated information on project costs, enrollment projections, and school capacity. While the 2024–2030 SBLSD plan includes updated calculations for school impact fees, those fees are not adopted through this Comprehensive Plan amendment. Impact fees are adjusted and collected separately through ordinance adopted by the City. The associated text amendments are reflected in various chapters of the City’s Capital Facilities Plan, which is adopted by reference as an appendix to the Sumner Comprehensive Plan.
