CITY OF SUMNER
Cemetery Maintenance Building
CIP 22-03
Scope of Work includes a new maintenance building for the City of Sumner located at the cemetery. Site development and preparation with utility services are included to accommodate the new slab-on-grade, 4,800 square-foot, single-story building. The building is wood-framed with veneer masonry and metal siding exterior, trussed roof structure, high-bay workshop, interior stair to mechanical mezzanine, accessible restrooms, office, and breakroom. Workshop includes access by overhead coiling doors. Roofing system is asphalt shingle (alternate bid as indicated).
1.1 NOTICE TO BIDDERS: The City of Sumner will accept Sealed Bids at the Permit Center counter located on the second floor of Sumner City Hall, 1104Maple Street, Sumner,WA 98390, until 10:00 a.m. Tuesday, August 1, 2023 (Bid Opening Date) as displayed at https://www.time.gov/. If a Bidder chooses to submit a sealed bid before the Bid Opening Date, the Bidder shall call to schedule an appointment to deliver their bid. A staff member will be present at the Permit Center counter on the Bid Opening Date to receive sealed bids between 8:00 a.m. and 10:00 a.m. Just after 10:00 a.m. on the Bid Opening Date, bids will be formally opened and publicly read aloud in the City Council Chambers, located on the first floor of Sumner City Hall. Bids received after the Bid Opening Date will be deemed non-responsive.
Engineer’s Estimate Bid Range: $1,450,000.00 to 1,600,000.00

1.2 BIDDING DOCUMENTS: Plans, Specifications, and addenda for this project may be viewed online at the MRSC Roster Bonfire electronic bidding portal (link).
Free vendor registration is required to use this platform. It is the Bidder’s responsibility to check for addenda and other new documents online.

1.3 BID SECURITY: A certified check, a bank cashiers check, or a bid bond executed by a State licensed surety company made payable to City of Sumner is required with each bid, in an amount equal to five percent (5%) of the Base Bid plus Additive Alternates, if any.
1.4 HEALTH AND SAFETY PLAN: The low-bid General Contractor shall provide its Health and Safety Plan along with its other post-bid submittals. Contractor’s Health and Safety Plan shall also address its active Covid 19 plan.
1.5 PREVAILING RATE OF WAGE: Pursuant to RCW 39.12, no worker, laborer, or mechanic employed in the performance of any part of this contract shall be paid less than the ‘prevailing rate of wage’ (in effect as the date the bids are due) as determined by the Industrial Statistician of the Department of Labor and Industries. Copies of the prevailing wage rate schedule are available directly from the Department of Labor and Industries. The project is located in Pierce County.
1.6 APPRENTICESHIP REQUIREMENTS: The apprenticeship labor hours required for this project are 15% of the total of the labor hours. The undersigned agrees to utilize this level of apprentice participation. There is a $1000 incentive and penalty for meeting or not meeting apprenticeship goals on the Bid Form and Exhibit C of the 005213 Public Works Contract.
1.7 REJECTION OF BIDS: The Owner reserves the right to waive informalities and to reject any and/or all Bids for any reason and in particular to reject a bid not accompanied by any required bid security or data required by the Bidding Documents or a Bid in any way incomplete or irregular.
1.8 PRE-BID CONFERENCE: An optional pre-bid conference has been scheduled for MONDAY, JULY 17, 2023 at 11:00 A.M. at 6108 – 124th Avenue Ct E, Puyallup, WA 98372. All interested bidder contractors and subcontractors are invited to attend for a project presentation and information session and a tour of the existing facility.
